The Ministry of Energy is now reverting to a 2013 state, federal law from 1992 stipulating that new shower heads must emit no more than 9.5 liters per minute. However, the rule change would hardly have any practical effect, as almost all commercially available shower heads still followed the rules of the time.
The regulation went into effect in December through the Trump administration 9.5 liters per minute allowed per nozzle, not a shower head per se. With modern shower heads with multiple nozzles, significantly larger amounts of water would have been possible. Consumer and environmental groups criticized the rule change as foolish, unnecessary and useless.
