According to the Interfax agency, Deputy Foreign Minister Sergei Ryabkov said on Wednesday that Moscow had last year offered talks about mutual security guarantees. He said that the United States had missed the opportunity. “What is happening now will certainly lead to compensatory measures on our part.”

Ryabkov said: “I think those who propose such a solution are under the illusion that they can scare Russia, somehow control it. They will not succeed.” Despite the fact that Russia invaded neighboring Ukraine more than four months ago, the Kremlin has repeatedly portrayed NATO and the United States as the main threats to Europe’s security.
