DRussian President Vladimir Putin has declared martial law in the Russian-occupied Ukrainian territories of Donetsk, Luhansk, Kherson and Zaporizhia. Putin announced the decision at a televised meeting of the Russian Security Council on Wednesday. According to a decree published by the Kremlin, the decision will go into effect on Thursday. The annexation of Chersonese, Donetsk, Luhansk and Zaporizhia regions by Russia is not recognized internationally.
The draft laws suggested there could be restrictions on travel and public gatherings, stricter censorship and greater authority for law enforcement and security agencies.
Putin also did not give any details about the additional powers given to Russian governors under the decree. In the current situation, Putin said that he sees the need to give additional powers to the heads of all Russian regions. The Russian ruler also ordered the establishment of a coordinating body to improve dialogue between various government agencies with a view to fighting in Ukraine.
