For the first time, a total of 48 countries can participate in the World Cup. Since 1998, there have been 32 participants in each World Championship. As of the current situation, there should no longer be groups of four, but the preliminary round will be divided into 16 groups of three. According to the Guardian, however, discussions are ongoing as to whether to return to the mode with groups of four.
